If you're starting a trucking business that has more than 1 truck, I believe that its a good idea to have fleet management software to help keep track of the maintainence. But in regards to your third bullet point, I want to add on that getting all of those certifications can be a huge pain in the butt. I suggest finding a place to get them all in once fell swoop.
