If you are applying for a U.S. passport for the first time, you will need to apply in person. There are thousands of passport acceptance facilities all over the United States where you can go to. Others that are also considered first time applicants and need personal appearance include: Expired U.S. passport but is not with you; U.S. passport that expired for more than 15 years; Previous U.S. passport that was issued when you under 16 years old; Lost or severely damaged passport; and If you changed your name, which should be reflected in your passport, but you do not have legal documents as proof. Below are the steps on how to obtain a U.S. passport in person.
- Check if you are eligible to get a U.S. passport. Infants are also required to have a passport. Also note that you can not get a passport if you have unsettled child support payment.

- All minors must appear in person. For those under 16 years old, consent of the legal guardians or both parents are needed when applying for a passport. Children age 16 and 17 may also be required to have consent from their parents. Moreover, parents need to accompany their child if he or she does not have an identification card.
- Download and complete Form DS-11, which is the application form to obtain a passport. You can also get this form from the nearest passport acceptance facility. Remember not to sign the application form yet until the passport agent tells you.
- Provide documents to prove that you are a U.S. citizen. Acceptable evidences are previous U.S. passport in good condition, certified birth certificate, certificate of citizenship, naturalization certificate, and certification of birth or a report of birth abroad. For children under 16 years old, acceptable proof of citizenship should include the names of both parents.
- Show proof of your identity. You can present your previous U.S. passport in good condition, naturalization certificate, or a valid identification card, which includes driver’s license, government ID or military ID. Social Security Card is not considered as evidence. For children under 16 years old, both parents or legal guardians must show their proof of identity.
- Provide two recent passport photos. The two must be identical and size must be 2×2 inches. Your photos should present a full face in front view with plain white background.
- You can ask for an Expedited Service if you need your passport immediately.
- Pay for the appropriate fees.
- Present your Social Security Number. You may incur a penalty if you do not give your Social Security Number.
